Got a call from Nancy Messonnier expressing great concern that after the doses get delivered
by Gen. Perna to the local state locations, that there is confusion in how to get the doses
distributed. She says that the local health departments who have been given this responsibility
either have no idea what they are doing or they need the resources that they do not have. She

says her communications with Redfield are rare and she is distraught. She has more access to
me than to Redfield.
