Had a very interesting conversation with the HHS team regarding a memo at the secretary will be sending to the president regarding the declaration of a public health emergency (PHE). the secretary expressed some concern about whether we should do that or not but his staff actually wrote a memo making it seem like he definitely wanted it I brought this out to them when I read quickly the memo while we were on the Zoom and the secretary requested that I can't fully look at the memo and make comments. I actually think we should definitely declare a PHE and I modify it the conclusion of the memo to be unambiguous about this. It was really strange that the secretary said he had reservations and his staff wrote a memo that strongly recommended that we do it. In my memo back to them I told them that they have to make up their mind one way or the other and have the memo strongly recommend what he actually wants. NIH OLPA has indicated that HHS is likely to provide these to the congressional requestors later this week. NIH OLPA has drafted the attached “media statement” that notes a few potential vulnerabilities from comments in the summary statements. They have asked us if we have additional information on these points (bolded questions below): Vulnerabilities: 1. In the 2013 review, critique number 3 mentions that a potential overlap with PREDICT was noted. Does NIAID have additional information that we could share about how it was determined this was not double billing? 2. In the same critique, there is a note that the potential risk to human subjects is not fully addressed. Did NIAID work with the grantee to address these concerns before funding? 3. In the 2019 review, critique number 2 mentions that the letters from the two Chinese institutions were identical. Do you know if there was follow-up regarding this? If there is closeout documentation for the EcoHealth R01, please provide these materials as responsive to the request for the grant file.
